A useful utility included with Windows XP and 2003 that a lot of folks may not be familiar with is Taskkill. This nifty command line tool is installed in %WINDIR%\SYSTEM32\taskkill.exe. With it you can kill almost all (runaway) processes on your system. Obviously, when you are using W2K, don't look for it. Windows 2000 does not have the tool! Instead use pskill.exe from syinternals.
